your observations about the costs of creating various report are very true and are true across organizations. In one of my ABM implementations I found that the organization was running SAP and still almost each person was generating a report an providinga print of it to his/her boss. The bosses never logged into SAP and asked teir secretaries to get the report.
In another example in an organization almost everybody was creating repports, which were consolidated by another set of people and then they also had a MIS department for reporting.
Only thing what we have to understand is when we improve the processes or remove the non-value adding activities using any methodology, we are freeing up the resources and unless those freed resources are utilized productively the benefit is not converted into the P&amp;L.
